Employee Rights Review- Voluntary Leave Transfer Program

Sometimes, medical emergencies require us to exhaust all of our leave. When this happens, employees have the option to request leave to be donated through the Voluntary Leave Transfer Program. Let's dive in to Article 35 Section 15 of the Master Agreement:


  1. Both Title 5 and Title 38 employees are entitled to request and donate leave. Leave can be donated between the two.

  2. AL may not be transferred to an employee's immediate supervisor.

  3. The minimum amount of AL that may be transferred between employees who are charged in leave hours is 4 hours.

  4. The minimum amount of AL that may be transfered to a title 38 employee who is charged leave in whole day increments is one day. If an employee who is charged leave in hours wishes to donate leave to one who is charged leave in days, they will donate the equivalent to 8 hours, if the case is vice-versa, then it will be an equivalent of 1 whole day.

  5. The Department will assist or prepare the leave request and will advise the employees on how and where to receive such assistance.

  6. Donated leave may ONLY be used for the medical emergency for which it was donated Section 15 (H).

  7. If an employee wishes to donate his Use or Loose AL, they need to contact an appropriate department official.

  8. The Department is responsible for: a. Determining whether, and how much, donated AL is needed by the affected employees. b. Approving leave donors and/or recipients. c. Facilitating the distribution of donated AL.


Medical emergencies can be scary, there are many things to worry about, but when it comes to your hours, always remember that there is a process available to facilitate leave donation. Just remember to get in contact with your supervisor as soon as possible, have proper medical documentation, have an amount of hours that you beleive you will need (usually your medical provide will provide how long you need) and remember that you can only use donated hours for the medical emergency for which you have placed your request.
